Joseph M. "L.J." Wilkinson - LJ Wilkinson is the President of Chaparral Systems and has been helping clients with technical traffic data management solutions since 2005. LJ has a strong technical traffic data management and software programming solutions background with more than 20 years of experience developing and implementing information technology solutions for clients. LJ started his career with Chaparral in 1990 as a C programmer and has been involved in many Federal Highway Administration traffic data policies and procedural technical committees since the 1990's. LJ's expertise in programming has been instrumental in the development of the TRADAS product as he was the lead architect/developer of the TRADAS third, fourth, and fifth generation products. LJ is the lead analyst/programmer for the Visual Basic .NET RoadRunner user interface. He also supports Chaparral's customer service department and is an adviser on software and hardware configuration/integration/migration traffic data challenges.

During the 21 years he has spent at Chaparral, LJ has designed and implemented C++ and Visual Basic programs for use in Chaparral's TRADAS product. He has acquired extensive experience in data communications, Oracle database design and administration, traffic data analysis, web design and implementation, and numerous other technical areas required for successful software product implementation and support.

Cathy Travis - Cathy is Vice President of Chaparral and joined the company in 1996. She has a strong understanding of how the TRADAS product is utilized and therefore provides technical advice to clients requesting out-of-the box functionality.  With years of experience supporting the TRADAS product, Cathy strategically manages special data and product coding-change requests and prioritizes, organizes, and ensures all change requests get documented, developed, and implemented.  She provides technical support to customers with product questions and helps in installing, testing, and implementing new software releases. She has extensive experience in providing software support for Chaparral's TRADAS customers, including performing software upgrades and program installations. She is also able to troubleshoot customer hardware configuration challenges.

Cathy's duties include:

  • Performing initial program installations.
  • Diagnosing and repairing most of the technical support issues that arise with the TRADAS user interface, server, or database.
  • Using remote access tools such as various VPN clients and PCAnywhere to provide remote support and installation of new releases.
  • Providing database administration for the customers that do not have internal staff for these functions.
  • Providing TRADAS training for new customers.
  • Assisting in converting customers to new versions of TRADAS.
  • Training existing customers on upgraded versions of TRADAS.
  • Providing pre-sales technical support and product demonstrations for the TRADAS product.

Dr. Joe Wilkinson - - Chaparral's founder is Dr. Joseph E. Wilkinson. Prior to founding Chaparral in 1987, Dr. Wilkinson spent 25 years programming and performing statistical analyses on a vast array of computers, working in both the public and private sectors. His experience includes programming, training, data analysis, reporting, andJoe Wilkinson computer hardware design and construction. He received his doctorate in experimental psychology from Baylor University.

In 1988, Chaparral won a contract to develop the State of New Mexico's traffic monitoring system. That market has since expanded so that the company now specializes in traffic software products and research services. One of Chaparral's primary products is TRADAS (Traffic Data System), a system for collecting, editing, summarizing, and reporting a wide range of traffic data. A second version of this product (TRADAS 2) was released in the spring of 1998. In TRADAS 2, the underlying software platform was changed from SAS to C++, an object-oriented programming language. TRADAS 2 also added Oracle™ as the repository of traffic data and statistics.

Dr. Wilkinson is also involved in developing traffic data collection standards. He was a member of the American Association of State Highway and Transportation Officials (AASHTO) task force, which produced the AASHTO Guidelines for Traffic Data Programs in 1992. In addition, he is a member of the team headed by Cambridge Systematics that is revising the Guidelines. He has served as a member of ASTM since 1992, and is currently preparing the ASTM standard for archiving traffic data from intelligent transportation systems.

He was a member of the team for NCHRP 1-39, which established the traffic data requirements for the Mechanistic-Empirical Pavement Design Guide software. He personally wrote the original user interface for the resulting TrafLoad software.

His earlier experience in experimental design, instrumentation, and statistical analysis has enabled Dr. Wilkinson to function in a variety of traffic-related research activities. He was a consultant to the Strategic Highway Research Program's (SHRP's) Expert Task Group for Traffic Monitoring and has carried out several traffic research analyses in conjunction with Cindy Cornell Martinez (see Cindy’s staff details below).

Elizabeth "Liz" Stolz - Liz is the business development and marketing manager for Chaparral Systems Corporation. Laura Harwin - Laura joined Chaparral Systems Corporation in 2007 and she works with Cathy Travis in the Technical Support Office. Laura helps users with questions related to TRADAS software functionality, including graphical user interface technical support. She assists with diagnosing and repairing technical support issues that arise with the TRADAS user interface, server, or database, and provides database administration for customers that do not have internal staff for these functions. Cindy Cornell Martinez - Cindy is the head of Chaparral's research group. She is highly skilled in statistical analysis, software testing, and database maintenance. In addition to her research duties, she provides customer support for Chaparral's TRADAS customers. She has worked primarily on the Long-Term Pavement Performance (LTPP) research project, providing project management, traffic data analysis, software support and training documentation, and research on data quality control.

Her extensive traffic data research experience began as a graduate student at New Mexico State University, where she performed analyses of weigh in motion (WIM) data. After joining Chaparral, she was lead statistician on the Strategic Highway Research Program's (SHRP) LTPP project, where she performed numerous analyses of the WIM and vehicle classification data from the SHRP sites. She analyzed vehicle length as a predictor of axle-based vehicle classification as background research for the latest Traffic Monitoring Guide. Most recently, at the 2006 North American Travel Monitoring and Exposition (NATMEC), she presented a paper describing a procedure for establishing length categories for optimal length classification.

Ms. Cornell Martinez has written and co-authored numerous papers, including Computational Procedures for LTPP Traffic Data Annual Summaries in the Researcher's Guide to the Long-Term Pavement Performance Traffic Data (June 1996), LTPP Traffic Monitoring Equipment Survey and Result (1996), Empirical Analysis of Alternative Data Collection Sampling Plans for Estimating Annual Vehicle Loads at LTPP Test Sites (1995), and Use of Vehicle Length Data for Classification Purposes: The Research and a Suggested Procedure (NATMEC, 2006).

Paul Stein - Paul joined Chaparral Systems in March of 2009. Paul worked for the Wisconsin DOT for 22 years managing the traffic data program and the Wisconsin DOT TRADAS installation. Currently Paul focuses on assisting customers by providing customized Tradas-generated reports. Paul's expertise is in understanding traffic data which helps Paul to write SQL queries that mine data out of the TRADAS Data Warehouse, ultimately addressing critical Tradas client needs. With Paul's expertise in traffic data, he also provides customer support to clients by helping to analyze their traffic data.

Jeff Little - Jeff is one of Chaparral's engineers responsible for developing the TRADAS product. From 1996 to 2000, Jeff was responsible for developing a large portion of TRADAS product and Jeff re-joined Chaparral Systems in 2010. Jeff is responsible for designing and implementing data loading, graphical user interface, and data retrieval tools found in the TRADAS system. Jeff has also designed and implemented a number of traffic data reports found in TRADAS. From 2005 to 2010, Jeff worked as a web platform support staff member for Amazon.com. Marian Goad - Marian is Chaparral's contracts and financial business operations coordinator. She is also a technical writer/editor, providing writing and editing assistance for company documents, including web pages, marketing materials, proposals, and reports. Her financial duties include accounts receivable, accounts payable, payroll, and monitoring tax obligations for the federal government and several states. She also assists in aspects of the annual Chaparral User Conference, as well as meetings for the various standards activities performed by Chaparral.
